Is it racist to inquire as to the fate of the Celts but politically correct to ask of the blacks Disparity?

No, the Romans essentially took care of the Celtic problem many, many years ago with only pockets of Celtic communities surviving in the British Isles. Disparities exist in many places and with many populations and questions about that are not racist either.
